Likely panic. The badge and stern voice didn't work, so now she's confronted with either intervening and risking actual physical retaliation, or wandering around helplessly while repeatedly radioing for help (which she did).
"Tend and befriend" is the dominant fight or flight response from women.
Just "freezing up" is a common fight-or-flight response for women. It makes sense evolutionarlily, as it probably gave them the best chance of surviving an attack from a male assailant. But it is utterly unsuitable for police work.
Depends what you mean by freezing up. Pretty much everyone "freezes" for a moment when confronted with an unexpected threat to life. It's an evolutionary threat-assessment thing. How long that lasts is a matter of personality, exposure and training, and yes, women generally fair worse. The freeze response you're referring to is quite different though.
If you've hunted, or legitimately startled someone in a self-defense situation, you'll know that the freezing is accurately named. Think stunned rabbit. Rapid breathing, wide eyes, minimal to no movement, incoherent mumbling or repeated simple sentences.This is not it. She did respond, and her response was to exploit a social network against the threat. A predictable outcome.
That said, it's a shit situation, and one that could have easily required escalation. I'm more concerned about the fact that she closed distance on, and repeatedly put herself between two potential attackers - both of whom where unresponsive to verbal orders and willing to kill a man in front of a cop. Unless this is some rural melodrama and they're her cousins, that's terrible self-preservation right there.
Which can be fine in some scenarios where the victim's brains aren't a kick away from oozing out of his nose.

When the shit goes down, they'll be the ammo pickups. Women are not only a self-nerf to the offensive capabilities of any organized force, but also a distracting force for capable men that will be pre-occupied with protecting them instead of pushing.
I say more women on the force. More women in the military. More women in every institution of violence that stands against the people.

I don't believe those two guys would have added 'assaulting a female police officer' to their list of crimes. If she had just been more assertive, more active, an summoned her inner jack russel terrier, she could've gotten those guys to decide their victim had enough.

This officer's lack of a penis made the situation worse for everyone involved - worse for the victim, who suffered more injury, and worse for the attackers, who committed an increasingly more serious assault as time progressed.
They aren't even suitable as traffic cops in my opinion, all it takes for them to fall into traffic is a truck passing slightly to close to blow them over.
I think she was more concerned about her shoes getting wet. Maybe we ('muricans) are not so different from the Chinese.
If I were an American who used my shoes inside I would be more aware where I was stepping as well.

Even my center-left friends never claim female cops are any good outside traffic cops. They actually thought that female cops should never be involved in anything related to violence but it is very important to have female quotas for diversity.
You guys all realize that if she pulls her gun and ends up killing someone, she might go to prison, right? That’s the new rule. And yeah, that shit only applies to shooting black criminals, but most cops aren’t actually thinking about race in that equation.

Good Samaritan laws are explicitly designed to remove liability from people who stop to provide aid in good faith, not make you an accessory if you refuse to assist.
That's actually one problem with female cops. Because they lack the strength and therefore the confidence to get physical they're more likely to use excessive force when shit goes down. It gets people killed, and naturally no one gives a shit unless the dead guy is black.
I think that's overly optimistic.
Men and women, generally speaking, have entirely different risk aversion profiles. Testosterone is directly implicated. Men also have considerably faster reaction times, better spatial reasoning and coordination, and considerably higher upper body strength for a reason. This isn't the result of a lack of life experience, this is the result of thousands of years of evolution.
Outliers exist, but generally speaking, women are not suited to such roles.
I watch a lot of police body cam footage. I would say 75% of female cops are worthless and seem to panic when in a fight, pull their sidearm and shoot when they thought they had a Tazer, or just freeze up like the cop here. The other 24% seem reasonably competent. The reality is we only need female cops to pat down women to prevent lawsuits.
Pepper spray would most likely get them to stop beating the man until a more capable officer arrived.
My campus has its own police department, and they let a smoking hot blonde join the force. She's easily a 9 or 10. She's also probably only a few inches above 5 feet tall and it's clear that she doesn't have the strength to make an arrest if she needs to. We all know how she got the job and it wasn't her stellar resume.
A sixteen-year-old youth managed to disarm and incapacitate three assailants, two of them armed with lethal weapons and actively using them, without any police training. The assailants were all hardened criminals: thieves, pedophiles, and batterers.
If a child like Rittenhouse can manage it, I expect a cop to do at least half as well.
Kyle was male and at least partway through puberty though. Like a poster above said, testosterone changes the way the you think and how you approach dangerous situations. In another society, Kyle would have been sent out on the battlefield just by virtue of being a semi-mature male. Any society that sent women, of any age, into battle was exceedingly rare in the past.
You're stilling looking at a difference of thousands of years of evolution.
