It's not even that they have great control over strategy. It's that they can gatekeep the personnel. If you have cray bitches making hiring decisions, you're going to end up with the worst employees.

One thing HR bitches find "disturbing": Confidence. They'll write off the best guy because he seemed like he understood that he was the best. He's "not a team player." Now, men will avoid hiring competition, but they aren't offended purely that someone who knows what they are doing acts the part.

Somewhere there is a CEO of a company that recently became large enough to have an HR department wondering why all the new hires are dopes. I have seen it.

To show what automated HR would look like: You can outsource payroll/taxes/benefits, and it's all very smooth if you're willing to pay for it. And you don't even need an HR department.

If you have (at minimum) over 9,000 HR positions within your company, you've failed. I don't even think that HR is the most useless of jobs, there is a need for someone to handle internal affairs, hiring and general personnel elements (albeit a lot of that can be subsumed between/under other positions), but even for Amazon 9,000 HR roles at the minimum based on this number is beyond insane unless HR is specifically being over-applied to a variety of roles.
