This is so blatantly against federal law that I'm hoping a court will stop it before any money is handed out, but they'd probably just ignore the court so who know how this will play out.
If it happens, they'll implement the program and pay out all the money immediately. The the court challenge will take 2 years to work its way through the system to find the program unconstitutional and order that it be halted, and the politicians will say, "oops, the money's already gone. Sorry!"
