Not really, all you have to do it put a Web shortcut on your phone and you have twitter. The app store is completely and utterly superfluous at this point. People just haven't figured it out.
Another option is competitive appstores. I already use F-Droid for most of my app downloads, because most of the apps I use are open source. Naturally that specific store might not appeal to everyone, there is a vacuum forming in the Android app market.
Pretending their ToS are currently applied evenly and fairly (they aren't), this is pretty easy to get around by having two tiers of moderation, what someone else called different "views" earlier. Posts that get flagged for any of the "Mobile Platform" rules are blurred out with a link saying "This post may violate our Mobile Terms of Service. Click here to view it at Twitter.com." Done. You could go further by splitting posts across different domains.
But we all know this is a bully tactic and nothing may be good enough for them.

Why are people so stupidly adamant that everything they use on their phone be an app? And because people demand an app, companies neglect their mobile sites in favor of developing their app (and because companies want the ability to track and spam you easier that an app provides versus a website).
I would guess there is large overlap between people who don't really understand what an app is and the people saying "you must protect me from the bad words". Normies destroyed the web. But they aren't going away and I don't know if driving them all off to another platform is what Musk wants.

Although, some of the only non-technical people who have seen the light are people who used Gab (or this site) and were forced to try the "Add to Homescreen" option from their browser to get an app-like, fullscreen experience from nothing more than a mobile website.
Twitter probably has enough momentum to just publish their own Android APK and ignore Google. Apple banning Twitter would probably be worse from a user retention standpoint due to no easy and permanent sideloading.
It's my understanding AWS has a contract with Twitter, so it's unclear how that would shake out. Maybe Elon can move what they're running on AWS to private facilities or Oracle Cloud.
If Elon is committed to free speech the first step is to make Twitter have as little dependence on third parties as possible ASAP.

Then you go to the law agencies and say "You each get 5 mod accounts. You have power only over users in your country but you can do whatever you want".
Puts the ball back in the governments hands. The biggest problem with government censorship is that they're offshoring it to big tech so no one is able to fight back directly.
Elon will follow the nations laws that Twitter operates in. Europe will have no problems at all with what European twitter users are allowed to view on Twitter. Meanwhile Elon won't do anything on VPN's because they aren't outlawed in the EU so Euro's can get actual twitter with a simple VPN.
Netflix competes with other services whose ownership shares the same ideology so it's pretty meaningless if it tanks. The only intriguing aspect of this is the possibility of rogue elite. That could be Musk, but I'm not convinced. He does a bit of trolling, but I haven't seen a serious commitment out of him yet.
