Twitter probably has enough momentum to just publish their own Android APK and ignore Google. Apple banning Twitter would probably be worse from a user retention standpoint due to no easy and permanent sideloading.
It's my understanding AWS has a contract with Twitter, so it's unclear how that would shake out. Maybe Elon can move what they're running on AWS to private facilities or Oracle Cloud.
If Elon is committed to free speech the first step is to make Twitter have as little dependence on third parties as possible ASAP.
