I think a lot of the local officials — cops, judges, mayors — realize that the animals band together and will kill them and their families. They’re past the point of no return… the legal system can’t work if each cop has to defend himself and his family 24x7 from a vengeful gang of “uncles” and “cousins”.
Not only that but enough of the animals are on the force or in the law that they can find out about any attempt to go after one of the tribe and inform their kin outside the force.
It’s exactly the same as why no individual cop or precinct could break up the mob. Informers inside, enforcers outside, and they stick together.
I wonder if the movie will have the chutzpah to end the same way the book did. Without giving any spoilers, the book ending has two elements that I don’t think will play well in the US
