Well, the inquiry into the Emergencies Act had to take place because the Act itself says there needs to be a public inquiry within a year of the Act being invoked. I don't know if they had to actually broadcast it or if it was a choice, but it's certainly making the government look as incompetent as they really are. They're on the bad end of all of the optics so far.

The selection process for the Tory leader is as follows: The Parliamentary party, which is to say the MPs, whittle down all of the potential candidates until there are only 2 left, and then put those 2 to the party membership for a vote.
This time, the MPs eliminated all of the based candidates and gave their members a choice between Truss and Rishi Sunak. They did that probably hoping that Sunak would win. It's a measure of how out-of-touch Westminster is that the Tory membership would rather have this useless cunt over him.
The backdrop to all of this is that the Tory membership are much more conservative and populist than their leadership, and they're furious over the way the Parliamentary party knifed Boris. Sunak's fingerprints feature most prominently on that murder weapon, and he's not even English, so he was never going to be PM.

The Tories are also polling double digits behind Labour and she is the single most unpopular PM since polling began.
