Involuntary incarceration is the answer. Don't toss junkies in jail where they can still get drugs & stay hooked. Toss them into rehab and don't let them out until they pass the "I'm not a junkie anymore" test.

Ikoku Nikki is god-tier character driven anime. Everyone is so well written, every conversation is riveting. The plot moves along calmly as we grow to love them more & more.
29 Year-old Adventurer is uneven, but overall very nice. Little Rirui is adorable, as is her "other form". 29 year-old adventurer Hajimi rescues her in the local dungeon and decides to take care of her. He's really strong, but also a dork so it balances out. A strong cast of side characters makes a big difference.
Otagoto "Roll over and die" is different. It's dark and gritty but also lite & fluffy :/ There's some serious plot but also lots of "girls being cute" too. Blood, gore & "worse than death" mixed with girls eating cookies talking about going shopping. I love it! A coherent magic & combat system are also a big plus.
Kaya-chan is wonderful. An underlaying plot with lots of charm.
Champignon Witch is also good. There's lots of plot going on!
Toumei Otoko to Ningen Onna is sweet. Very sweet!
Seihantai na Kimi to Boku is a really well made show. Such adorable characters!

Some media just loses appeal over time. What was new and innovative (thus appealing) in the 70's might look like dreck today.
The great ones don't lose power over the ages. Beowulf, The Canterbury Tales & many others are still as riveting as when they were written.
Most of PK Dick's writings still resonate some 60+ years alter. Which is why so many have been made into movies & TV series! With two of his absolute best works "yet to come" (in development hell).

A case could be make for your "last gasp"? Where you exhale the last air from your lungs but are unable to breathe in. But you'd only be able to say "I can't breathe" once. So saying it 7-8 times shows air is going in & out of your lungs, yes? What do you call air going into and out of one's lungs? Maybe... breathing?
I say, again, that restricted or difficulty breathings is a very serious condition. People will rightfully say "I can't breathe" when in that state. But you don't break out the tracheotomy knife while the person is still talking, ok?
