They're "in the process" of holding a "plebiscite" which is a non-binding public vote for the gov't to do something. A "referendum" requires it, but they can just ignore a plebiscite if they don't like the outcome :/
The press always confuses the two though, so we'll have to wait and see what the actual vote is.
