Involuntary incarceration is the answer. Don't toss junkies in jail where they can still get drugs & stay hooked. Toss them into rehab and don't let them out until they pass the "I'm not a junkie anymore" test.
The Canadian gov't knows who is smuggling in all the junk, but refuse to lift a finger to stop it. They too want Western Civilization to fall so the WEF can take over openly.
I think that's long been the pattern, the trucker protest was the early warning and a lot of the more vocal critics of the Canadian establishment got themselves and families to the US knowing that Canada is beyond saving at this point.
