Either way, when you include the thousands of pages they unintentionally released, this whole thing has been pretty hilarious.

here's a theory, since the information is technically there can they say that they did in fact release the full Epstein files? therefore complying with the Congressional mandate?

The law required their release without redactions. Whoever did this broke no laws. They may have been insubordinate in doing so and may be fired but they'd be fairly difficult to actually prosecute.
How congress ever managed to pass this law in the first place is beyond me. It was absolutely the right thing to do and created results where there would have been none. Usually the opposite of their game.

Why is that redacted? It seems utterly mundane (relatively speaking, it's alluding to some court bribery and casting shame on Epstein alone, who is already dead and kind of not well liked by anyone).

This kind of error is as old as PDFs. The text is there, it's just covered with a black blob.
Policy at CIA, NSA, etc. was to NEVER use PDF or electronic features for redacting text. While it can be done correctly, it's easy to mess up. Physical masking or physical removal (better) of the redacted text, then rescanning documents into fresh electronic format. I would think with today's technology, even physical masking is defeatable in many situations.
