I'd bet subordinates disobey. They also left the files ready on the server but unlinked at an obvious URL.
The law required their release without redactions. Whoever did this broke no laws. They may have been insubordinate in doing so and may be fired but they'd be fairly difficult to actually prosecute.
How congress ever managed to pass this law in the first place is beyond me. It was absolutely the right thing to do and created results where there would have been none. Usually the opposite of their game.
