Josh Moon of Kiwifarms made a global post yesterday that he had temporarily taken down the geofenced cryptopuzzle block preventing UK Clearnet users from accessing the site (somehow he rigged it so that UK users can't get tokens from the challenge) for site maintenance reasons to try to optimize it to run faster.
Apparently the Ofcom censors noticed IMMEDIATELY, sending him another threatening letter to keep out the Bongs or face unspecified consequences.
Ofcom had already threatened KF in April, but were temporarily satiated by the rigged cryptopuzzle region blocker at the time.
I'm sure something similar happened here. Likely this ISP wanted to jump to it immediately in an effort to impress the government censors with their pliability.
"Service guarantees citizenship. Would you like to know more?"
Given that BUSINESSES use VPNs for security, this might risk the ISP.
They accidentally hit one business using one, suddenly they loose contracts. It does seem that most sites are doing a bit of 'malicious compliance' without UK laws but this ISP block is TOO risky for that.
Apparently, they already privately scrapped the idea because GOVERNMENT contractors ALREADY said this'll greatly affect them.
It does just seem like they are in complete shambles especially since it seems the US is getting involved now in a 'don't fuck with our businesses with your idiotic laws' now.
for now. I'm sure they'll figure out how to patch that workaround now that they're actively implementing their plan to control the internet in a manner that China and North Korea would envy.

Not sure about the UK, but in the EU, you can easily evade such bans by using Google's DNS service.
