Given that BUSINESSES use VPNs for security, this might risk the ISP.
They accidentally hit one business using one, suddenly they loose contracts. It does seem that most sites are doing a bit of 'malicious compliance' without UK laws but this ISP block is TOO risky for that.
Apparently, they already privately scrapped the idea because GOVERNMENT contractors ALREADY said this'll greatly affect them.
It does just seem like they are in complete shambles especially since it seems the US is getting involved now in a 'don't fuck with our businesses with your idiotic laws' now.
