Kind of suspect that they aren't saying how Jewish heritage will be verified. Whatever these programs are 14th amendment and Civil rights violations and should be defunded immediately.
Given the makeup of the current administration, expect these programs to get expanded, not defunded.
Loans are the least of it. Minority businesses get FREE employee training, government exclusive contracts, the government will essentially run your business for you, train your employees, file your taxes, and pay you for it.

If they meet the legal definitions as well as all other applicable laws, yes.
I believe the minority rule here is race related however, so royalty (because royal isn't a race) wouldn't fall under it.

Definitionally it makes complete sense just as a neutral application of the rules.
