If they meet the legal definitions as well as all other applicable laws, yes.
I believe the minority rule here is race related however, so royalty (because royal isn't a race) wouldn't fall under it.

Definitionally it makes complete sense just as a neutral application of the rules.
But we know this isn't neutral of a decision, nor should it be taking priority over the thousand of other government definitions that need correcting.
