The previous generation figured out how to get Doom on all the machines in the computer lab, and the generation before that figured out how to get Swashbuckler on the Apple ]['s.
I taught my tech illiterate wife how to download apk's and setup her own VPN app. If you are actually capable with technology, then you would know how easy it is to figure out how to install an apk.
If even 80% of people who would download an app through the store would also download the APK Google wouldn't bother banning it. They know not nearly that many will go through the effort.
The real issue is in what else this bill will do. I can guarantee it doesn't merely "ban tiktok", but will also include a lot of BS about "fighting misinformation" and other wise punishing dissent and enforcing the narrative. Especially since it's an election year.

For an app to be as popular as TikTok is, it has to be easily available in the regular app stores.
