If you live near the equator, then you don't have to plan for winter. If there's no harsh winter, then you don't even need to plan to have consistent shelter or clothing. And if you don't need to plan for anything, why bother spending energy growing a frontal lobe when you can use that energy to get faster legs. Love to, see China invented a lot of stuff like gunpowder however they never experimented for glass instead highly sophisticated in ceramics because they enjoyed tea a lot.
In Europe, they were heavily into wine and wanted to display it and preserve it for a long time so experimented with glass. Now glass is VERY important technologically because from that we got a material that would not react for chemistry plus we could see reactions taking place.
It also thanks to lenses, prolonged the working life of humans especially researchers when they couldn't read as well due to age which meant they could make more discoveries. It's really interesting how ONE missing element on the tech tree of humanity can stop all progress.

China also has the geographic advantage(mountains, deserts, permafrost) that lends toward isolation, so they lacked any severe outside pressures that, say, Europe had to deal with.
