In that regard, My Little Pony: Friendship is Magic is clearly fascism at the nth degree, and forms a gradiant where the ubermensch who did it all himself at the expense of others, is the least fascist. The more a series uses "the power of friendship", the more representative it is of the icon known as the fasces.
In this regard, many shonen anime are indeed fascist. But the ones about self-improvement and individual power-scaling are the ones furthest from that definition.

Fascism is just a more practical application of communism. Instead of expecting the state apparatus to magically dismantle itself, the fascist embraces the state. The fascist also recognizes that humans will only work selflessly for their own kin, so racial purity is emphasized. It's not about the mythic individual, it's about group unity. Modern day China is fascist. They have a market but the state controls everything, and if you're not han chinese you're a second class citizen.
