The fasces is the concept that many sticks together are stronger than they are alone, individually. In that regard, My Little Pony: Friendship is Magic is clearly fascism at the nth degree, and forms a gradiant where the ubermensch who did it all himself at the expense of others, is the least fascist. The more a series uses "the power of friendship", the more representative it is of the icon known as the fasces.
In this regard, many shonen anime are indeed fascist. But the ones about self-improvement and individual power-scaling are the ones furthest from that definition.
