You have to understand, that's the most important and meaningful they have ever felt in their entire lives. For once in the miserable, mundane, and empty track of their existence they were told that they could do great good and help fight against something terrible and deadly with the simple act of wearing a little diaper on their face. It was a badge of righteousness and honor to their cause.

they'd be retarded to go this route though. if I was a completely evil oligarchy, I would do a targeted release of anthrax that's bioengineered so that it will dissipate after a few days. I would tell the plebs that this was a new flu variant that has "no end in sight". I would also make sure the cameras are rolling in the places where the targeted release would happen to get as much footage of real people dying as possible. I would explicitly not try to pass it off as covid because that's old news by now.
with this method I could wipe out significant populations of dissidents while getting the plebeians to fall in line.

Talking to my friends in other countries and my own experiences, it's hard to see who would fall for a 'there's a new variant, lock yourself inside your homes and take this injection'
There are asians still wearing masks in the west but two factors mean hard to say if they'd comply:
Been a part of their culture for decades now so probably not related to covid
They are an extreme minority of asians at large
I think a lot of people have gotten numb to it and those that fell fir getting a jab regardless of circumstances, have regretted it privately or openly that they won't do it again. If they try to do it then it'll be a misstep and result in huge backlash either openly or people saying fuck off and not complying.
I admire your optimism, but as I said in another comment, I have family that's still fully wrapped up in this shit. I also live in a fairly liberal area, and can tell you full well there are plenty of people ready to jump back onboard and freak the everloving fuck out over Pandemic 2: Electric Boogaloo.

That's a bad situation to be in as my family went opposite, I sent early warnings to them all, a few listed, many didn't. After it all though, they pretty much listen 80% of the time now, if I told them Biden finally hit the nukes they'd be packed up and in the wilderness out the blast range in minutes.

The divides in religion, race and politics have been so deepened now that you can't do a 'national unity' of why we should all comply that the majority can get behind. This time if they do it, it'll be an 'everyone for themselves' and anyone complying will be easy targets for those that don't.
Thankfully, the family I'm closest to is based. The family I'm not as close to is either neutral or believes the narrative. As to whether or not people will give in to the hysteria this time around...absolutely they will. Not all the people who did last time, but plenty still will. There's still people who talk about Covid. There's still people wearing masks. There's still people fucking testing and quarantining. Heck, I have family I hadn't talked to in ages, who are still doing all those things. Blew my mind.
Also, just look at how worked up people get about any issue, and realize they're just Current Thingers; climate change, guns, abortion. All those pet issues. People who still freak out about climate change especially, are vulnerable to also freaking out about the Dread Pandemic.
Long story short...depressingly, yes, a bunch of people will get fully back on board the Insanity Express. Hell, wouldn't be surprised if some people take it more seriously this time around. A smaller number of people overall, I believe, but they may be even more fanatical this time around.

I think they're just generally issuing concerns over making sure medical (especially hospital) establishments don't get "overrun" as we enter the standard fall-winter, school-year, disease heavier phase of the year.
This is of course overemphasized because of the usual NPC reasons, and excessively exaggerated by the media.
I don't think they'll actually push for real lockdowns. They can't even get the media or people in general to pay attention to new variants anymore.
