The reality is that you don't need to be immune to an infection you're never exposed to, and any combination of countermeasures that reduces the average infection rate below 1 will prevent an outbreak from spreading throughout the community.

Example: Boston Children's Hospital did not allow for sex change surguries for minors (people under 18). Nor do most international treatment standards. Boston Children's Hospital preformed at least 30 since the year 2000.
