A lot of their infrastructure is vulnerable especially a certain dam (even if not directly hit by a missile) and there is a long tendency in China for lower officials to report everything's fine to the higher ups so they don't end up on the chopping block so there's huge miscommunication at a structural level. That and during border skirmishes with India between troops, the Chinese were getting their asses handed to them, it's all rose tinted glasses with China, the Russian people know how corrupt their government are but then they look at what we do in the west so know it could be worse.
