Yeah, pretty much what it seems like they think. The military technically doesn't have the right to be used against the citizens at all. It's for foreign and defense purpose. The national guards are run by the states and are essentially the state militia for these purposes. They have no obligation to protect the US government at all. One of the reasons that led to DC being the capital is that way back Pennsylvania refused to send their militia to defend the federal government from the populace.
But to leftists these rules are all just paper and the military is just a tool to be used against dissidents that refuse to give in.
The Federation also defends its borders, culture, and values and expects immigrants to conform to their culture and values or GTFO. And has a strict non-interventionist policy for "lesser" developed civilizations.
It's basically what we're promised globohomo will be instead of what we're getting. Though the show does mention the necessity of things like WWIII and the Eugenics Wars for humanity to get to the point where it is in the show, so maybe we actually are getting what the show promises.

A third expert, an economist named Elise Gould, counters Dr. Lipsitch that teachers should be prioritized. Why? Because the families they teach are disproportionately "Black and Brown", and those groups would benefit more than white people.
So to sum up, in this single article by @JanHoffmanNYT, three experts--Schdmit, Lipsitch, and Gould-- say that more white people dying will "level the playing field", teachers are "too white" to deserve a vaccine, but that their "Black and Brown" students make them deserving.
