With England banning chef's knives and butcher cleavers over a certain length because 13-inch chef knives are terrorist weapons (and you DO need a loicence there to have one, and proof you need one), the concept of zip ties or other pedestrian things used in real labor work everywhere being banned is not in the realm of the impossible.
Next up, do we REALLY need to let people buy duct tape? I see it used in TV shows in kidnapping ALL THE TIME, and as we know, TV shows is 100% reality.
