You just described every country ever.
A country is made of large swats of agriculture land populated by simple folks who are one with their surroundings and bussy with their daily lives. Meanwhile, at the coast of each country there's an overcrowded brutalist eyesore connected with other brutalist eyesores inhabited by disconnected metropolitans who think themselves most important and in charge of everything.
Not that much actually if my late grandma's stories were anything to go by. Sure, she was locked up in a working camp and the time window for her meals was tiny so she always rushed first to the mess hall. But it wasn't Nazi's who infested our country with depressing brutalist architecture.
To be fair English dubs are good in sense that they are so terrible that they loop back into good if you like them ironically.

Certified English Philologist: Translator here.
The actually professional translators worth their salt do not work for joke money paid in gaming / anime industry. One thing I definitely remember from my last college year was being told to pick one specific field and learn all its terminology. I'm talking all the terminology in something like car engineering where you need to know how each car part is known in two languages so you can get a job at a car company translating all the relevant papers covering the assembly process.
These are the kind of translators who seriously put effort into their jobs as the accuracy of their translations directly affects the production pipeline down the line between two different countries.
Other high grade translators work in government institutions or translate political speeches LIVE as they are told in real time.
If the anime/gaming translations suck then it's because the money sucks.
I find your original theory lacking to be quite honest.
I find the UP3 theory from Star Ocean series to be more convincing. Advanced star faring civilizations choose to not make contact with less advanced civilizations in order to preserve their authentic development.
If humans manage to reach out to galactic federation then that means they meaningfully united on their planet and pulled all their resources for a single unified purpose and devised methods unique to them to do so.
If humans wont manage to reach out to galactic federation then that means there's no point in bringing them into the galactic forum as whatever that is dividing and stalling human progress would likely affect the greater galactic society as well.
Tinfoil hat time:
Twitch had thot streamers who didn't do enough favours to staff but were too big to be outright banned so they organized this gay ops to bait said thots to cross the line. Now that the undesirables have been filtered they turn back the policy.
There's no point worrying about things outside of your control, that thing being other people thoughts.
Japanese will think whatever they want about your country and there's not a damn thing you can do about it.
We're in this fuckfest since 5 guys saga exactly because some neurotic freaks thinks they can control other people's opinions.
If they could get away with it they would run his corpse.
