It's not quite real. It's at best an exaggeration of a case where a man was convicted of sexual assault against a minor for 3 years instead of rape for 10 years because there was no evidence of violence or an attempt to intimidate the child. However unreasonable you may think that outcome is (I certainly find it questionable and would want a far harsher punishment), it doesn't mean sex with children is permitted in Finland based on culture.
But, I think you could very legitimately argue that the "no violence / intimidation" element is difficult to square with a child's understanding and potential consent in the first place. IMO, this somewhat weak conviction is based on an unwarranted technicality and seems like a potential relaxation of how their justice system handles statutory rape.
