Pandas are bears, Ursidae, while honey badgers are mustelids, Mustelidae. Both are of the same mammalian Order of Carnivora, but it's the same magnitude of difference that exists between hominids, Hominidae, and tarsiers, Tarsiidae, despite both being of the same mammalian Order of Primates.
At best you might be able to John Hammond giant pandas with one of the seven other species of bear but even then any offspring would very likely be sterile mules if they even managed to survive.
Part of the problem is that pandas are the kind of animal that generate donations which can then be put towards other less generally appealing animals that are also endangered. The general public like cute and fluffy animals. Wet and slimey ones less so. So pandas end of as the flagship species for conservation efforts.
