What's keeping a lot of them alive is the theme parks dedicated to them.
This isn't really a new idea. Most family friendly IPs from the 70s-90s existed just to sell toys, with the actual media itself being basically a commercial to get you hooked in.
The different part is that these theme parks really aren't for children. They are all way too expensive for a normal family to afford more than once, and even then the nickle and diming of the park will drain you down to basically riding one or two things before you have to go home, with disappointed kids. I remember going to Disney World as a kid, and it was a multi-year saving project for my middle class family and between the lines and the cost of each park it was basically 2-3 rides for the entire day with a lot of magic-ruining waiting in between. It was awful then and inflation has likely only made that worse.

They are the ones going to get their full uniform and wand at the Harry Potter park, or going get pictures of themselves drinking in the Star Wars cantina. I get your metaphors, I just disagree with them. In this case you can absolutely unfill the bucket, usually by letting off steam in someway to make people think something was done.
In this case, attacking Epstein hard enough makes them think they took down the big pedo ring, thereby lowering the water level in the bucket because now people feel like they've won and managed to get one over on those in power. When its entirely possible we are being allowed to bark up this tree because its keeping our attention off them elsewhere, and keeps that bucket lower.
The only counter I can give is that normally those biases are right because they've seen them so many times.

Its entirely possible for mostly the same reason as any other police. Its only more balanced by the fact that small towns can and will just socially bully/shame you out of existence if you are too much of a prick, which keeps it a more rare problem. If someone at your mom's church complains about you abusing your position, you'll probably stop.
They might be on a first name basis with all the criminals, but that also means they have personal beef with a huge percentage of their people. And since its small time, it also means they can't recuse themselves because of it because there are only 2 total cops on duty when something happens. That's where you get the kind of situations where cops go "someone was robbed, go find the local Turkish guy and arrest him" (real example of my dad's buddy Hasan).
Small towns are usually okay because the local populace wouldn't have much crime to begin with, for all the standard reasons why small towns are good.

Bigger city cops usually end up as violent as they are because bigger cities themselves are that violent. That's a fair point I hadn't considered, the newer ones can keep "unique" dialogue going probably indefinitely while the older stuff would run out after a few days. I do think that is why the Chatroulette sites took off though in the '10s, because that was always unique.
So I think in this case the allure and draw isn't new, but the depths of how addicted you can get is now monumental instead of very low.
However, a lot of that isn't any different than the OF/egirl/parasocial streamer addiction a lot of kids are going through. The need for socialization, the infinite dopamine hits, and increasing withdrawal into needing the "perfect" hit instead of just whatever is on the table.
AI is just free, or close to it, compared to those avenues. It costs almost nothing to get my perfect AI waifu slobbing on my knob, compared to needing to pay 100s$ every time to get some e-hoe to fake doing so. Which is probably why AI is such a problem for teens, who have no money, versus adults, who will just go into debt for that addiction.
Not to downplay any of it, but I think its a forest for the trees thing where people will focus on the AI aspect of this, when its just a different flavor of the same problem.

And really, this isn't even a harsh knock against cops themselves. A police force is basically required in every incorporated town (or at least a sheriff's office big enough to consider them "covered"), and they usually pull every one of those forces from the local population because that's what's available.
A random rural town is gonna have simple white trash police officers because they are the ones "big enough" to manhandle whatever needs doing. An urban sprawl is gonna need the most no shits taken hardass possible to not get pushed around by the alleycrawlers that live there, and that usually also means someone willing to shoot first.
This of course gets worse when you end up needing to pull nothing but basically Illegal Mexicans because that's what the whole town is and if you don't speak Spanish you are fucked. Which is likely what happened in this video.
Its one of those "no good solution" problems, because the cops are almost always a reflection of the community itself. We have nigger problems, so we have cops who adapt to niggers and become monsters to everyone else, and so on for many of the various ailments of our society.
They will fall one day as all things will, but that doesn't mean they are completely powerless to do something as simple (to them) as social engineering.
The thing that decides if someone finally breaks and puts their head on a pike is a heat that they have considerable control over. Not perfect, not even close, but they can influence it. And there are a lot of heads that need taking if we are to really even make a dent here, which means a lot of "popping."
