A police force is basically required in every incorporated town (or at least a sheriff's office big enough to consider them "covered"), and they usually pull every one of those forces from the local population because that's what's available.
A random rural town is gonna have simple white trash police officers because they are the ones "big enough" to manhandle whatever needs doing. An urban sprawl is gonna need the most no shits taken hardass possible to not get pushed around by the alleycrawlers that live there, and that usually also means someone willing to shoot first.

Its one of those "no good solution" problems, because the cops are almost always a reflection of the community itself. We have nigger problems, so we have cops who adapt to niggers and become monsters to everyone else, and so on for many of the various ailments of our society.
I actually think your missing the issue. The small towns are usually okay so long as the town isn't owned by a specific company or family. The local cops are probably never going to abuse people. The problem tends to be the bigger city cops or the alternative local cops (township, county, sheriff, locality) which don't have the monitoring of the bigger city cops, which end up being dudes looking for fights.
The rural cops in white trash towns basically know exactly who they are dealing with and are on a first name basis with the criminals doing the complaining.
You're not wrong about what is effectively demographic replacement in the police along with the cops. You import Mexican cops, don't be surprised when they start acting like Mexican cops.

If someone at your mom's church complains about you abusing your position, you'll probably stop.
They might be on a first name basis with all the criminals, but that also means they have personal beef with a huge percentage of their people. And since its small time, it also means they can't recuse themselves because of it because there are only 2 total cops on duty when something happens. That's where you get the kind of situations where cops go "someone was robbed, go find the local Turkish guy and arrest him" (real example of my dad's buddy Hasan).
Small towns are usually okay because the local populace wouldn't have much crime to begin with, for all the standard reasons why small towns are good.
