I actually think your missing the issue. The small towns are usually okay so long as the town isn't owned by a specific company or family. The local cops are probably never going to abuse people. The problem tends to be the bigger city cops or the alternative local cops (township, county, sheriff, locality) which don't have the monitoring of the bigger city cops, which end up being dudes looking for fights.
The rural cops in white trash towns basically know exactly who they are dealing with and are on a first name basis with the criminals doing the complaining.
You're not wrong about what is effectively demographic replacement in the police along with the cops. You import Mexican cops, don't be surprised when they start acting like Mexican cops.

And since its small time, it also means they can't recuse themselves because of it because there are only 2 total cops on duty when something happens. That's where you get the kind of situations where cops go "someone was robbed, go find the local Turkish guy and arrest him" (real example of my dad's buddy Hasan).
