The local cops are probably never going to abuse people
Its entirely possible for mostly the same reason as any other police. Its only more balanced by the fact that small towns can and will just socially bully/shame you out of existence if you are too much of a prick, which keeps it a more rare problem. If someone at your mom's church complains about you abusing your position, you'll probably stop.
They might be on a first name basis with all the criminals, but that also means they have personal beef with a huge percentage of their people. And since its small time, it also means they can't recuse themselves because of it because there are only 2 total cops on duty when something happens. That's where you get the kind of situations where cops go "someone was robbed, go find the local Turkish guy and arrest him" (real example of my dad's buddy Hasan).
Small towns are usually okay because the local populace wouldn't have much crime to begin with, for all the standard reasons why small towns are good.
the bigger city cops, which end up being dudes looking for fights.
Bigger city cops usually end up as violent as they are because bigger cities themselves are that violent. Chauvin didn't give a fuck about Floyd saying he couldn't breathe because every fucking nigger says he can't breathe to get you to let up, and then they jump you. The only way they survive is by literally reducing themselves to barbarians who shoot first.
Which leaves all the more reasonable community members who need normal policing instead of Chiraq level stuck with the biggest Grug caveman around.
