Fluoridation in Israel
In Israel, drinking water was fluoridated for decades.
Due to a shortage of water, the water system in Israel is oriented to make every drop count. Its spinal cord is the National Water Carrier of Israel with multi-directional backup. The water system depends on a small number of bodies of water. All of this makes the Israeli water system perfectly suitable for fluoridation, a condition not found in every country. Water is treated with modern and safe technology, and ongoing monitoring (supervision) of fluoride at an optimal concentration of 0.7 mg per liter is maintained.
For all these years, the Ministry of Health has followed the prevalence of dental caries and it manages to ensure optimal dental protection from dental caries and minimal dental fluorosis through modifications to the professional guidelines.
Legislation
In 2001 the People's Health Regulations (The Sanitary Quality of Drinking Water (Hebrew)) were updated, and fluoridation was determined to be mandatory for localities with populations over 5,000 residents.
In August 2014, the regulations were changed, and fluoridation was discontinued in Israel.
In a discussion held in the Ministry of Health in June 2015, it was decided that fluoridation of drinking water should be reintroduced, in accordance with the opinion of the professional echelon within the Ministry of Health and physician associations without the Ministry. Former Deputy Minister of Health Rabbi Yaakov Litzman requested to draw an appropriate amendment to the drinking water regulations. This amendment was approved in the Knesset's Committee for the Interior and Environmental Protection in March 2016.
Despite this, budgetary regulation for the reintroduction of fluoridation did not follow, and consequently, fluoridation was not reintroduced – as of June 2020.
