Personally, I think this should only apply if he was able to pass, and as such was provably capable and experienced at what he is now trying to lead.
A dude in his 50s+ can lead incredibly well despite being well past his physical prime, even if he tried to maintain it. But if he never had that prime to begin with, that's just a loser that no one should be asked to respect or listen to. Even if he is a master of all the mental parts of the job, you still need to be able to prove you are the man for the job, in a way even meatheads can understand.

I'm curious if there will be any provisions for generals that might have permanent physical disabilities born literally from service. Being a great military mind is not limited to physical prowess. Overall, this is a positive, but I've never been a fan of discarding valuable assets along with those that bring us down.
