They even wrote a famous book about it (The Mythical Man Month, a book about IBM trying to write an OS and the project spiraling out of control) that every CS student is made to read.
They're probably doing what Bethesda did with Starfield. They break the game concept down into broad technical sections, then farm all the sections out to a thousand different buck fitty an hour developers. Once all the sections are done the company takes them all and builds a skeleton around them to hold it together and calls the game finished.

Rockstar Lincoln just does localization, and they'll be defunct in <5 years once AI takes over that field. Not needed.
Rockstar Toronto did The Warriors and a few PC ports (likely none after 2010), probably including the shitty '05 San Andreas port where they broke half the game. Not needed.
Rockstar New England only ever made the Scholarship Edition of Bully. They're not needed.
Rockstar India's entry on Wikipedia's table is literally blank. I have no idea what the fuck these jeets do other than some of the vehicle models in V's post-2018 DLCs.
Rockstar Dundee also aren't needed, there's nothing on them either.
The only relevant divisions are North (Edinburgh) since they're the ones in charge of it all, San Diego, since they probably deal with the driving aspects of the game (they used to make Midnight Club a long time ago), Leeds, since they made a lot of the B-Team GTA titles like the Stories and Chinatown Wars (I think they did Advance too) and London, who worked on Midnight Club L.A. and Max Payne 3.
For starters it's going to be released on console first, and if it's anything like RDR2 and GTA5 both released on pc over a year later, I think GTA5 was year and a half after console release.
Depending on optimization, I'd guess 3060 could run it on lowest everything, turn off everything, 30fps at 1080p and maybe if you're willing 60fps at 720p. This is my guess.
There is another consideration, that it was delayed for so long and developed for consoles that will be over 6 years old lol and the RDNA 2 video chip is comparable to a 3060 ti, so you got that going for you. But you have to factor optimization hence why I'm guessing it'll run like shit on the 3060, but the good news is that it'll run if you're not a graphics mark.
Nearly half of these developers were no doubt assigned to create the wardrobe items you can collect through side-quests for this fashionable Bonnie & Clyde model couple.

So we won't know if it's slow mo shooting time, or just a big that's turned the frame rate to molasses.
This game is going to have a very uneven feel. The scope of everything is going to probably drown the game under its own weight.
