For context, it's a reference to the game Sword Art Online. The message pops up regarding indestructible objects. It's just poking fun at the idea that terrorist IDs are somehow indestructible.

It's a picture of the Las Vegas bomber's military ID. Supposedly the body was severely burned, so it's unlikely that a plastic ID card would survive with only some minor scorch marks in the corner.
He was also in the Army Special Forces, and part of their job is to teach illiterate foreign peasants how to make improvised explosive devices. I think it's unlikely he would have chosen fireworks and propane canisters if he was making a bomb.

The "immortal object" in question here is a government-issued, looked to be laminated paper ID, which was in the "pocket" of someone completely immolated to the point the pockets no longer existed, and no identification was possible due to fire damage. Thus the image juxtaposes a humorous observation that this piece of paper surviving completely unharmed in an inferno is an "immortal object", just like the villain of that anime.
I didn't even know about the SAO reference and understood the point of the pic. Full context isn't needed if someone is keeping up with the bare minimum of info about the news.
