The level of criminal misconduct by the judiciary & prosecutor's office means that people are being convicted of things that aren't what the charges are, and even admitting to things that they didn't do so that they don't get further punished. Technically, Ray Epps would also be a recipient of a blanket pardon. Pardons apply regardless of whether your sentence was served.
