"the majority" doesn't fall below average. The literal definition of "average" prevents that to be true.
Same with "most of" unless your definition of retarded includes people with above average iq.

If there really was some viral shit going on, to the point where there's an usual line out the bank, the tellers would likely inform the customers of the scam.
The scam is that chase has a glitch that somehow adds check values to the bank account being credited without waiting for the check to clear first. So these people are taking advantage of what they think is free money by cashing bad checks

The banks cash checks with a picture uploaded allowing them to verify the accounts. This seems so 20 yrs ago.
And miss out on all those overdraft fees? Doing that at a big bank sounds like a good way to get fired.
Sounds like it wasn't just passing off bad checks, but you could also apply for a loan at the ATM and just get the cash in some cases.
