Campaign staff, canvassing, external data, internal polling, content creation, advertising, pr agencies, social media managers, paid shills, influencer marketing, lawyers, strategic consultants, media consultants, throwing mixers for influential people, focus group testing, cambridge analytica style demographics research, bribes by hiring advisors who don't do anything, having more money gives the impression of strength and strenghts draws support, direct kickbacks and bribes probably, better paid people around you means more motivated workers, more and better equipment for everyone means they're more effective. The list goes on.
