I hope for the world's sake that Russia can do something about it's birthrates, but afaik no nation has been able to reverse declining birthrates.

Kill off the welfare program for single mothers.
At fault divorce.
Tax incentives for larger families
If you start making single people subsidise expenses for larger families, they will no longer seek to be single, and if you can give them tax breaks the more kids they have, they will no longer try to horde money in a childless marriage.
But they also need to provide incentives for keeping businesses local and hiring locally. They need to bolster local commerce and discourage women entering the workplace (no more maternity leave, this will prompt women to stay home and care for the kids so more men can enter the workforce. And penalties for staying single will see women vying to get hitched quick to avoid paying out expenses while they are working).

Putin was not trying to send "thousands of ethnic unwanted" because that's not how Russian Nationalism works. He's also a Rus Nationalist, which is why (like normal) the Muscovite Rus run most of the country. But the Muscovites do not have much in the way of populations in Eastern Russia. However, Siberians (who are Asian, not European) are still Russian. He has no desire to exterminate Asians in Russia. He also doesn't want to exterminate Kievan Rus, because he considers them and the Muscovites to simply be Rus.
One of his problems with the Soviet Union was that sometimes Moscow was ruled by Muscovite Rus, sometimes by Georgians, and sometimes by Kievan Rus. He was not an internationalist, and when the Soviet Union pretended to use Nationalism, it was still really an Internationalist effort when patriotism could no longer be weaponized by Stalin.
National Socialists are Socialists through and through. Instead of actually helping to develop Germany, and cultivate a sense of community among the German people, Hitler just blamed everything on everyone else; and used that balkanization to try and rally the different sub-ethnic groups within the former German Empire into one racial solidarity movement. Exploiting the economic success brought about by the "Hunger Chancellor" (another Leftist lie), he proceeded to blow all of it out his asshole by parasitizing the economy to support unlimited welfare schemes and develop a command economy. Being more of an idiot than even Mussolini, he decided that killing off his own people and stealing everything that wasn't nailed down (and most of it that was, see: Crete, Greece, Poland) in a massive war to save his welfare scheme was the best possible idea. At no point in the bloodletting did he ever decided to halt the deaths with any amount of negotiation; instead he decided that the German people had failed him, and he would kill Germany and it's infrastructure as he shot himself.
This is because no Socialist has ever actually cared about anything they claim to love. They only hate the thing they claim to hate. Putin, despite his evils, genuinely cares about the fate of Russia, not just the Rus. Hitler, and all National Socialists, never love any nation. Typically they just hate jews.
