It's a reaction against materialism, which is reflected in both capitalism and communism. Japanese traditionalists were more interested in cultural and spiritual enlightenment.

From what I heard about Japanese police and institutions, it ain't racial they don't trust ALL foreigners. Just ask every foreigners living there how easy it is to rent or how they freeze accounts very close to when VISAS runout even if they are getting renewed. They have these measures as they expect every foreigner to ditch when they can and after event's like Fukushima, you can't blame that logic.
And also it isn't made any better by experience too. I remember my UK buddies telling me before migrants to Europe, they were mostly complaining about white Eastern Europeans coming over and taking a lot of the trade jobs at a lower rate devaluing the market.
Now compare that to the main complaints after when it became majority African and Middle Eastern men and there seems to be a big fucking difference in the civility of cultures that you may want a few extra cops tailing them.
This NGO probably shopped around specifically for brown people to represent, same way all the activist agitators in the west always look for the example to highlight that will get them the desired media attention. (see: Rosa Parks)
If there's any opposition remaining, it needs to go after the NGOs and their funding. The lawyers have names and addresses.

If the police are out looking for a 6'4" white guy with shockingly thick long blonde hair, well, that ain't me, I'd be mad if they heckled me over it, but if they were looking for someone who matches my vague description, I'd be annoyed, but it's an understandable situation.
