Am confused, I thought it was the fact that you could die and still be allowed to vote for them. Or not be a citizen and still be allowed to vote for them. Now that I think about it the only people who don't get any benefit for voting blue are the actual living citizens.
Would I prefer blackouts over nuclear apocalypse, yes.
Would I prefer we instituted a nationwide 'bitch slap' policy in the West with everyone that spouts a leftist idea that isn't grounded in any reality, yes.

Look at Twitter. Look at the people with so little to do that they can spend their entire time on that cesspool.
Mob rule like you suggest would be giving those types of people control over such votes, since they'd be the ones most likely to participate. Rural people wouldn't give a rat's ass about it, so it would just be more influence for urbanites to impose their views on others.
As per usual with stories like this, it's good to remember the stages of media normalisation.

Deny that an observable reality is happening. EG. Fact Check™, Debunk™, "conspiracy theory", "fringe", etc.
As evidence of claims counter to the agenda become overwhelming, acknowledge that it's happening dismissively. "It's not a big deal".
If remotely plausible, insist that the harmful reality is "good actually". EG. Tie the problem with an unintended positive "Rolling blackouts could lead to moments that might humble those used to modern luxuries". <--- *YOU ARE HERE*
Fully embrace that it's happening, but insist the people complaining about it are the real problem.
Return to ostracizing, demonizing, and persecuting the cohort that speaks the truth and asks the questions that may damage the agenda.
It's worth noting that while I think he's right about a lot of modern entitlement due to the abundance of luxuries in the modern age, the bigger issue is that this is still ultimately being used to try and push the idea that certain circumstances are somehow a "normal occurrence", even if that's not the argument he personally made. Media collusion is real, and the smaller articles still play a major role in it all.

Its always amusing how privileged and spoiled some areas of the world are.
Back home its expected during hurricane season that you'll have a few days per year of no power, no leaving the house. Just you and the fam in the candlelight with whatever you stocked up on. Richer families might have a generator but not often. On bad years (like Katrina) you could be weeks without it. Its just a normal facet of life.
Now they are begging for a tiny fraction of that in a controlled environment (so no horrific weather happening during, no terror of it getting worse, etc.) to shatter their world.
Yep I get it. I love power outages. I loved when we were little and we'd get snowed in, my dad would make a fire and we'd all gather round it and make hot chocolate. If it was lasted awhile we'd have to cook in the fireplace. Play board games or do a puzzle. We're all so spoiled these days, a little adversity would build character. Today's youth have very little character.
