There is something very simple, codify the Hippocratic oath as law. First do no harm would disable almost every elective medical procedure, it would make predatory tactics of health insurers illegal, and it would bring back focus on medical caused deaths which are the 3rd leading cause of death.

If you removed medical insurance, hospital bills would massive drop as they could not longer siphon as much money as possible and the lack of paperwork would mean shitcanning the bean counters who only exist to file said paperwork.
