Paypal has been doing this to everyone for many years. Paypal tends to be pretty aggressive with chargebacks, so to cover themselves, they put the burden on the account holder to prove they aren't scamming.
Paypal is worried this guy is going to not deliver on the "pre-orders" or that the product will be unsatisfactory, and that they'll get flooded with chargebacks, meanwhile this dude has moved all the money and Paypal can't get it back.
This confirms my low opinion of this guy. 1st of all, Paypal didn't "steal" it. He agreed to Paypal's terms of service, which allows Paypal to hold funds like this. The funds are in his account. They haven't been "stolen. 2ndly, it isn't the customer's money anymore, it's HIS MONEY. It was PAID TO HIM already. It doesn't matter if Paypal fucks with it, he cannot say "oh well, I'm not shipping the product because Paypal". This is a HIM problem, not a customer problem.
I can write in the terms of service that I can have you buttfucked by 300 angry Russians every 12 hours and if you agree, I guess you better lub up right ?

Paypal has always been dishonest hacks who freeze people's account for absolutely no valid reason and then profit off the funds. There's about thousands of horror stories of people losing money because of Paypal over the years.

They're in an account with his name on it, but he can't use them or withdraw them. And may never be able to. The fact that Paypal has an account with his name on it doesn't make it "not stolen", any more than if you steal a milk crate the fact that it still says "property of 7-11" on it means it isn't stolen.

Nonsense. Obviously Paypal is holding the funds so he can't take them and scam his followers. Once he delivers the product, Paypal would have no reason to continue the hold.

No, it was paid to HIS ACCOUNT hosted by paypal. His dispute with paypal is irrelevant to the fact that his customers did, in fact, fully pay him. For him to say that paypal stole "their" money implies that he is not responsible for shipping the product because the product was not paid for. That's a lie.

Typically the funds gathered are used to fulfill the product orders and cover any issues that come up and thats hundreds of thousands of dollars needed to print all these comics and then ship them.

Banks hold the funds for various lengths of time, up to 9 days for a new account. Paypal, on the other hand, holds the funds indefnitely and sometimes just declares them a violation of their AUP and takes them.
Uh, no. Paypal reserves the right to just take as liquidated damages $2500 per transaction which violates their acceptable use policy, in their opinion. And they do exercise that right. Which means, since each transaction is less than $2500, they might well just take it all.

Because the people who could fix the problem haven't. There is no alternative payment processor available that does what a payment processor should do and doesn't do what it shouldn't do.
If you listen to Peter Thiel and Elon Musk and the others who were in on the ground floor of Paypal as venture capitalists, it's basically illegal to found a Paypal competitor now; the ladder got pulled up after Paypal finished climbing it.
The compliance costs alone prohibit another payment processor startup.
The only reason I use it is for receiving payments for shprt stories, since that's what a ton of publishers use.
I stopped using Paypal when I stopped using Ebay because of all the garbage on there. I deleted my account when they started taking money from charities.

I all but stopped using Paypal. I used to use them weekly, usually a couple of times per week. Because of all their deplatforming I stopped using them. Luckily a lot of stores on the internet are now offering other, local payment options. They might not be perfect but they're not Paypal.
Agreed but the issue is their customer service is giving him the runaround. Maybe the wage-slaves they employ don't even know what's going on. I do think it will get unlocked eventually though and he's just venting.
I hope they get it all back, because the paypal method of claiming everything in the account as damages incurred is beyond scummy.
Right, Paypal helps themselves to $2500 per transaction which constitutes a "violation" of the AUP (as determined entirely by them), and then you have to sue in a Paypal-friendly court or use an arbitrator (which never finds for the customer) to fail to get it back.

LOL my dumb ass bought on PayPal. I don't trust them but obviously didn't not trust them enough, and his website kept fucking up on the first day of sales and paypal was the only thing that went through. Sounds like he's still sending out orders as promised and will probably get the account unlocked in the future.

Every think about how PayPal nearly became the biggest bank in the world. All they had to do was have banking and routing numbers and most people would have used that. Then, they didn't and acted like the world would turn on fire if people tried to use them that way. All of the movements seem to point toward them being scared of moving forward.
They haven't froze it, they just won't let him withdraw those donations. His account is still active with, like, 24k in it.
"Your account isn't frozen, we're still accepting incoming funds, but we're keeping it to ourselves" is a hell of a take.
