He agreed to Paypal's terms of service

I can write in the terms of service that I can have you buttfucked by 300 angry Russians every 12 hours and if you agree, I guess you better lub up right ?

Just because it's in the terms of services doesn't make it legal or binding.

Paypal has always been dishonest hacks who freeze people's account for absolutely no valid reason and then profit off the funds. There's about thousands of horror stories of people losing money because of Paypal over the years.

Don't use Paypal.
