If you listen to Peter Thiel and Elon Musk and the others who were in on the ground floor of Paypal as venture capitalists, it's basically illegal to found a Paypal competitor now; the ladder got pulled up after Paypal finished climbing it.

The compliance costs alone prohibit another payment processor startup.
