For one if you are exporting livestock then why does it matter if it is a high percentage of greenhouse gas emissions. Someone else will sell the same livestock and the emissions will just move somewhere else.
Second, Northern Ireland is a spec of a country with very few people, is easy to have a high percentage of emissions when the population is so small.
