As an outside observer to the franchise, this seems unnecessary and degrading.

I've barely played any Halo and even I know that the Covenant can't accept humanity without admitting their religion was mistaken.
The Covenant specifically excluded humanity from either joining or being subjugated, because they believed they had a religious duty to exterminate all of humanity. This is because the Covenant was run (effectively) by a species called the San 'Shyuum, and were building a civilization based on the idea that they had the wisdom and power to understand and disseminate ancient technology from a predecessor race called The Forerunners. The effective head of the Covenant (the Prophet of Truth) discovered from a surviving Forerunner AI, that the humans may have actually been descendants of the Forerunners themselves.
This isn't entirely true (the Prophet of Truth didn't really understand what he was being told) but the entire political power-structure of The Covenant would have fallen apart if the Humans were discovered to be more important religiously than the San 'Shyuum.
So, as an act of political expediency and preservation, he ordered their extermination.

I don't think I've seen a show have a female character be a cuck, but "Chief" cucking Cortana (who saves his life shortly afterward) with Makee (who they try and fail to make a sympathetic character since no woman can be truly evil, despite her personal involvement in the slaughter of an entire human ship, and the upcoming fall of Reach) was unique I guess. I hope they try to pull off an awkward sex scene where Cortana takes over Kai or overlays here Blade-Runner 2049 style. Not that I think it would be good, but there needs to be more stuff to point at and laugh at how bad it is.
