The vaccine passport was promissed to be a last resort only used in targeted areas, for a limited time, for "high risk activities", in case there was a risk local hospitals would crash under pressure.
The government got its passport and swiftly imposed it nationwide for basically every cultural activity, gyms, churches, restaurents, but also 100% outdoors activities.
