That's part of the "newly updated" matrix and it's understood that the audience sees the matrix as a shit version of life and this scene in particular is poking fun at woke clueless game developers (implying they are precoded non-sentient beings stuck inside the matrix).
I'd give it a watch if you're a fan of the matrix 1, it's not stellar but it wasn't awful and definitely not a 2 hour trans-rights lecture like I was expecting.

Yeah. They splice in seconds of the old movies on similar emotional beats and basically remake the first movie with Neo having a nerf power set...and of course Trinity saves the day. The action is all fast paced cuts and doesn't have time to breathe. And there's preaching in every scene. Every scene.
Plus the Operators can be seen in The Matrix (or this retconned version of it created by Patrick Harris). It gets annoying to remind yourself the Operator isn't really there...oh and Morpheus is nanobots that can fly...but he jumps from one thing to another then seconds later flies through a drain lmao!
It mocked NPCs pretty well. Action scenes wernt up to par with Matrix 1/2 but it was good overall. This screen grab is part of a montage mocking corporate hollywood

So they made a movie about Jean Baudrillard's -- author of the book Simulacra and Simulation which was claimed to be an inspiration for the original trilogy -- criticism of the original trilogy?

We learn in the second movie that things don’t work that way, and that Neo is supposed to follow a path laid out for him, which he rejects in favor of his own path. And finally, in the third movie, Neo’s path converges back onto the path that he was originally supposed to follow anyway. Where, exactly, is the “radical rebellion” and “tearing down of the system” supposed to be?
The actual, full-blown “rebel” in this situation was Smith all along—in being freed from his programming, he comes to embody chaos, which is what made him a threat to the stability of the system. Had Smith succeeded in crashing the Matrix, the outcome would have been cataclysmic and radically transformative: the Machines compromise with Neo because Smith is on the verge of destroying the Machine City itself. Although most humans still connected to the Matrix would likely have died, the freed humans might have been more able to live apart from the Machines, and maybe even would have been free to grow their numbers and eventually rebuild civilization in the Real World.

This scene is about conceptualizing ideas for a 4th Matrix videogame. It's a very meta scene, and is kind of like Scream 3 in the sense that it's a dramatization of something that actually is really happening. In Scream 3 the killings take place on the set of the movie Stab 3 (Stab 1 was a dramatization of the events of Scream 1, and Stab 2 was dramatization of the events of Scream 2 - Stab 3 was a made up-sequel where the killing events of Scream 3 occur). With the Matrix 4 instead of movies it's videogames. The Matrix trilogy videogames were based on memories (unbeknownst to Thomas Anderson) of the events of the first three Matrix films. So they are theorizing a 4th Matrix game and it is soon after this scene that a Morpheus character created in the video game meets Thomas Anderson for real with a red pill. It's a pretty good movie, very meta but very cool at the same time. Neo died in the original trilogy but the machines ended up reviving him and trinity (thus "Ressurections") because they came to the conclusion that a new matrix would need to be created. And how can you create a matrix where neo - who has already broken out before - is made sure not to break out again? Have him be a programmer of a trilogy of matrix videogames, have him have regular therapy sessions and be prescribed blue pills. It worked pretty well until it no longer did.
